- The Arcade was again designed by a Moore ancestor and most of the carvings you see were designed and executed by local man Alex. F. Smith, who had a very long and active career. From the 1890s onwards Russell St, Devonshire St, Spencer St, Albert St and Mornington St were laid out giving us the shape of the town we know today. Even when tarmac was invented, 1902, most of the roads in town remained cobbled and many other surfaces were tried before they were eventually tarmacked.
